Boats anchored in a harbour like False Creek should require 2 things – proof of valid liability insurance and to be seaworthy (ie have their own motive power other than sail which is not legal in the harbour).
Right now the entire onus of responsibility in case of accident is on people that are following the laws – and there is no “uninsured boater” claus. They hit you, you pay for your repairs thru your deductible or by hiring the repair company yourself.
Maybe 50 years ago this made some sort of sense but it is a long-outdated system. The Provonce is wholy in charge of the seabed so do better BC. Figure this atrocious mess out.
